Taxes for small car washes in Ghana: what to expect and who to ask

"I only wash cars. Do I really need to think about GRA?" The owner who asked was running two bays in Takoradi, taking perhaps GH₵15,000 a month, and had just been told by a friend that a visit from a tax officer was "coming to everybody". He was not trying to avoid anything. He simply had no idea what applied to a business his size, and nobody had explained it in plain words.

This post is that explanation, in general terms. Car wash taxes in Ghana are not complicated for a small wash, but the rules and rates change, and the right answer for your wash depends on your turnover, your structure and your district. Treat everything here as a map of the questions, then confirm each answer with the GRA office or an accountant before acting on it.

The TIN comes first, and it is free

Every business and every owner needs a Taxpayer Identification Number. Since the Ghana Card became the TIN for individuals, a sole proprietor's TIN is generally the Ghana Card number, and a registered company gets its own. You will be asked for a TIN when you register at the ORC, open a business bank account, apply for a merchant MoMo account, bid for a fleet contract or renew some permits. There is no charge for it.

Income tax for a sole proprietor

Most small washes are sole proprietorships, which means the business's profit is the owner's income and is taxed as such. In general terms, GRA expects the owner to file a return declaring the year's income from the wash, less allowable expenses, and to pay income tax on the result at the personal rates in force. There is a tax-free band at the bottom and rising bands above it; the figures change with budgets, so ask for the current table rather than relying on anything you read.

A limited company is taxed differently, on company profit, with the owner's salary and any dividends handled separately. For a single-site wash the sole proprietorship is usually simpler, but if you are planning several branches or outside investors, an accountant can tell you whether a company makes sense.

The practical point is that income tax is calculated on profit, not on takings. The daily sales book and expense records in Car wash records and receipts are what let you show the difference. A wash with GH₵15,000 of monthly takings and GH₵12,000 of costs is in a very different position from one that cannot prove any costs at all.

Simplified options for small businesses

GRA has at various times run simplified or presumptive arrangements for small businesses below a turnover level, where tax is charged as a flat rate or a simple percentage of turnover rather than on audited profit, with lighter filing. The names, thresholds and rates have changed, and eligibility depends on turnover and structure. If your wash is small, ask the local GRA office whether a simplified scheme applies to you and what it would mean in cedis compared to filing normally. For some washes it is cheaper and easier; for others, with high costs and thin margins, declaring real profit is better.

Do not guess which. Take a month of records to the office or to an accountant and ask them to run both.

VAT and Assembly permits: two things that are not income tax

Value Added Tax, together with the levies collected alongside it, applies to businesses whose annual turnover crosses a registration threshold. Below it, a wash generally does not charge VAT or file VAT returns. Above it, registration is required and the wash must charge VAT on each wash, issue the proper invoices and file. The threshold is set in law and has been changed, so check the current figure with GRA rather than assuming.

A single busy site in Accra can approach the threshold sooner than its owner expects, especially with a few fleet contracts. If your takings are growing, ask before you cross the line rather than after, because registering late can mean back payments.

The business operating permit from AMA, KMA, STMA, TaMA or your own district is a local fee for operating, renewed yearly, and it is entirely separate from GRA. Paying it does not cover income tax, and paying income tax does not cover it. Some Assemblies also have specific categories or environmental conditions for car washes, and the EPA may have its own permit expectations for water run-off. Budget for each as its own line.

Withholding on fleet and corporate contracts

When a bank, a school, a delivery company or a church pays a wash for a monthly fleet contract, the paying company may be required to withhold a percentage of the payment and remit it to GRA on the wash's behalf, giving the wash a credit note. This is normal and is not a penalty, but it surprises owners who expected the full invoice amount. Ask the client whether they withhold and at what rate, keep the credit certificates, and raise them when you file. Who to ask, and what to bring

The GRA office covering your district can tell you which regime applies, what to file and when. An accountant who handles small businesses can do the same, usually for a modest fee, and will often save more than they cost. Bring your TIN, your ORC certificate if you have one, three months of the daily sales book, your expense receipts and your MoMo merchant statements. Go before anyone comes to you.
