How to register a car wash business in Ghana: what the ORC, GRA, your Assembly and the EPA each want, in what order, and roughly what it costs.
Three weeks after Kofi's Shine Wash opened in Ashaiman, two Assembly officers walked in, asked for the business operating permit, and pasted a notice on the gate. The owner had registered the name at the ORC and assumed that was the licence. It was not. He lost a Saturday sorting it out and paid more than he would have paid in January.
To register a car wash business in Ghana properly you deal with four separate offices, and none of them tells the others anything. Each one wants its own form, its own fee and its own copy of your Ghana Card, but the order is predictable.
The order to register a car wash business in Ghana
Start with your own tax identification. For an individual, the Ghana Card number now generally serves as the TIN, so the first thing to carry everywhere is a valid Ghana Card. Confirm with GRA whether anything else is needed in your case, because the rules have changed more than once.
Then go to the Office of the Registrar of Companies to register the business name or the company, because the ORC certificate is what every other office wants to see. After that, GRA registers the business itself for tax. Then the EPA, if your district requires it, and finally the Assembly, which in many districts will ask to see the certificate and the EPA paper before it issues the business operating permit.
Sole proprietorship or limited company at the ORC
Most single-site washes start as a sole proprietorship, which the ORC calls registration of a business name. It is the cheapest option, it is in your name, and it renews each year. The downside is that there is no line between you and the business: a debt of the wash is your debt.
A private limited company costs more to set up, needs at least one director, a company secretary and an auditor, and files annual returns. It makes sense if you have a partner putting in money, if you want a bank loan in the company's name rather than yours, or if you intend to chase fleet contracts with banks and delivery companies, who tend to prefer invoicing a company. Fees at the ORC follow a published schedule that changes, and the online portal handles most of the forms, so check the current figures there.
GRA, the TIN and what comes after
Once the ORC certificate is in hand, GRA will register the business and tell you which tax type applies. A small sole proprietorship is often placed on one of the simplified regimes for small businesses, and a company is assessed differently. Rates and thresholds move with each budget, so this post deliberately gives none. Sit with the officer at your nearest GRA office, or with an accountant, and ask what applies to a wash of your size. The Assembly business operating permit
This is the one that actually gets checked at the gate. AMA, KMA, STMA, TaMA, Tema Metropolitan, Ga East, Ashaiman Municipal and every other Assembly issue a yearly business operating permit, priced by business category and size according to the Assembly's own fee-fixing resolution. For a small wash the fee commonly lands in the hundreds of cedis a year, and it rises for larger sites and for washes with more services, but the figure differs by Assembly and changes each year, so ask at the revenue office.
Expect the Assembly to ask for the ORC certificate, your Ghana Card, the tenancy agreement or proof you own the plot, and sometimes a site inspection. Some Assemblies also bill separately for signage, so ask before you paint the banner, and once the permit is issued keep the sticker where an officer can see it from the road.
The EPA and your run-off
A car wash sends soapy, oily water somewhere, and the EPA wants to know where. Depending on your district and the size of the wash, you may be asked to apply for an environmental permit, which involves a form describing the site, the water source and how waste water is handled, plus a fee that scales with the project. Smaller washes in some districts are handled with a lighter screening.
The practical point is that a settling pit or a simple soak-away, and a drain that does not run into the neighbour's gutter, will make the EPA conversation short. What to carry in the folder
Make one brown folder and take it to every office. In it: your Ghana Card and two photocopies, passport photographs, the ORC certificate and the form you filled, the tenancy agreement or land document, a simple sketch of the site showing the bay, the tank and where water drains, and any receipts from previous visits. Add the GRA letter when you have it and the EPA paper when you have that.
Keep the originals at home and carry copies, and keep a note in the folder of every date, officer and fee, because at renewal that note is worth more than the certificate.
